Regina Spektor - Russian Jewish American singer

Now I'm officially in love with this singer. What's it have to do with Russia and culture stuff?

Well, Regina was born in Moscow in a Jewish family and moved to the USA at the age of 9. So here's your third-culture kid.

This song features an extract from a Russian poem (the second link from the top shows the translation) by Boris Pasternak.

Great signer indeed. Would I be wrong if I were to speculate she's also a songwriter?

She reminds of Tori Amos, which is kind of weird because I was listening to her when I drop by today!

Right you are. I thought it was self-evident, so I never wrote that, but she should sure receive credit for being a pianist and a songwriter, too.
That's what I hear a lot, too - about Tori Amos, but Amos' songs I've listened too were somewhat more "lyrical" and less "iffy" than those of Spektor. Though I'm not an expert, anyway.
